Understanding Medical Aid Cover for Drug and Alcohol Rehabilitation

Addiction is a serious health condition that can affect a person’s physical health, mental health, relationships, employment and overall quality of life. Fortunately, people who require treatment for alcohol or substance-use disorders may be able to access funding through their medical aid.

In South Africa, substance abuse and dependence are recognized under the Prescribed Minimum Benefits (PMBs). The Council for Medical Schemes (CMS) identifies “abuse or dependence on psychoactive substance, including alcohol” as a PMB condition under Diagnosis and Treatment Pair (DTP). The PMB level of care includes hospital-based management for up to three weeks per year.

This means that addiction treatment is not simply considered an optional wellness service. Where the clinical and PMB requirements are met, medical schemes have a legal obligation to provide the prescribed level of diagnosis, treatment and care.

The Council for Medical Schemes states that PMB treatment for substance-use disorders can include diagnosis, treatment and care while the person is receiving hospital-based treatment. This may include medical management of withdrawal and consultations with appropriate healthcare professionals.

For substance abuse or dependence, the PMB benefit is generally associated with:

  • Assessment and diagnosis
  • Medical management of substance dependence
  • Management of withdrawal symptoms where clinically indicated
  • Doctor and specialist consultations
  • Appropriate psychological or mental-health interventions
  • Hospital-based treatment

 

Does Medical Aid Pay for Inpatient Rehabilitation?

Up to 21 days of hospital-based management per year, where the PMB criteria are met.It does cover Inpatient addiction treatment and may qualify for medical aid funding when the treatment meets the applicable PMB criteria and is provided at the appropriate level of care. The Council for Medical Schemes specifically identifies hospital-based management of substance abuse and dependence for up to three weeks per year. However, there is an important distinction between an inpatient medical treatment program and a general residential rehabilitation program.

A medical scheme may fund clinically appropriate inpatient treatment while not necessarily funding every component of a longer residential program. Treatment centre licensing, the level of care provided, the facility’s contractual arrangements with the medical scheme, clinical coding and pre-authorization can all affect whether and how the treatment is funded.

Addiction-related PMB treatment is not limited to one particular medical scheme. The PMB regulations apply to registered South African medical schemes, subject to the condition and treatment meeting the applicable PMB requirements.
